## Final determination

The v2.4.2 layout delta is substantively identical to the audit-approved v2.4 baseline. The final delta audit confirmed the layout corrections, closed LAY-N1, and found no substantive protocol, tokenomics, governance, policy, economic, or mathematical regression.

The audit identified LAY-K3: the two PDF files delivered through the prior handoff had received an additive C2PA incremental update after the manifest was created. The auditor reconstructed the original LibreOffice-exported PDFs by truncating at the first %%EOF. Those reconstructed originals are byte-identical to the PDF hashes already bound by the v2.4.2 delta manifest and are the canonical PDFs in this freeze.

The final package also contains the four QA evidence files, the v2.4.1 lineage audit, and the v2.4.1 FreezeFix manifest that were referenced by the delta manifest. The delta manifest verifies all eleven referenced artifacts successfully.

No byte of the canonical v2.4.2 documents may be modified after this freeze. Any text, layout, logo, metadata, accessibility, provenance, PDF incremental-update, or other byte-level change requires a new revision, new hashes, and a new manifest.

For external distribution, the ZIP package is the canonical transport container. The document hashes must be verified after extraction and immediately before publication or upload.
